BL Cargo vs Bonded Cargo
Same documents, different control
Many still assume: once there is a BL, the deal is secure.
In reality, it’s not that simple.
There are two very different stages:
• Cargo in transit (BL stage)
• Cargo already in bonded warehouse
BL cargo (not yet in warehouse)
Typical documents:
• Bill of Lading
• Invoice
• Packing List
• Phytosanitary
• Certificate of Origin
These confirm shipment and ownership.
But:
👉 They cannot be used for customs clearance in Vietnam.
Bonded cargo (already in Vietnam)
At this stage, execution shifts to warehouse and customs control.
Required documents include:
• Customs declaration into bonded warehouse
• Phytosanitary (bonded)
• Weight certificate
• Bonded warehouse documents
• Release instruction
And most importantly:
👉 D/O (Delivery Order)
Without D/O:
• No customs clearance
• No cargo release
• No physical control
Common misunderstanding
Many buyers believe:
“OBL = control of cargo”
In reality:
• OBL confirms shipment
• D/O controls release
Payment logic in bonded cargo
Seller holds D/O until full payment.
Buyer needs:
👉 visibility of documents (except D/O) to proceed with payment
Execution insight
Deals move smoothly when:
• Contract reflects bonded reality
• Document list aligns with customs requirements
• Buyer understands control structure
Misalignment leads to delays and risk.
In today’s market,
price is not the only factor.
Understanding document control is the real edge.
